Sometimes both. The shepherd's crook is useful for dragging other shepherds off the property, if the broom is not effective. Or for just whacking them until they leave.

Some also carry shears, to fleece the flock.

I believe Glorious Leader uses sheers to fleece the flock, a magicians wand to make all the money disappear, a pen to rewrite the Canons to his liking and a sledge hammer to use on us troublemakers.

One is only useful in a rumble at the Church of the Nativity. and perhaps when dealing with enthroned, "auxiliary", diocean, assistant, non-bishops.

VSO, I thought it was the Arabian magic carpet that the broom was used to sweep things under to make them disappear. :)

S-P, I wonder if should be a Shepherd Staff in one hand and a "pooper-scouper" in the other.

Pooper scooper... :) 3x I wish I had thought of that.
